I suppose it is, if one is Somaliland (for example) The ADL also, similarly, believe that advocating for a unified Jewish-Palestinian state is also anti-Semitic because it will "dilute the Jewish character of Israel". ... What is the "Jewish character of Israel"? Democracy? Liberalism? Secularism? And I suppose the black character of Zimbabwe is having rythm! But, by this logic, a "United Kingdom" would dilute the English character of England, Welsh/Wales, Scotland/Scots etc. Why are Jews singled out? Is this because they are afraid of being bred out of existence (in a unified Palestine): which then relates to racist whites (especially Americans) fears of misegenation. So, despite opposing racism, are the Anti-Defamation League actually using racist tropes to defend Israel from criticism?
